A fiber pair lands with more capacity than the country it serves can currently light. This is deliberate: capacity is cheap to sink and expensive to add later, so the cable lands fat and stays mostly dark. 'Dark fiber' is the industry's term. The engineers who run these stations are unfailingly decent people with strong opinions about grounding rods. The structures they maintain are something else: chokepoints that concentrate sovereignty into a beach. Whoever can reach the landing station can reach a nation's voice. Every map of the internet is a threat assessment wearing a geography costume.
